Error #0x800CCC0D can't contact pop-server-hawaii.rr.com

I try to set e-mail account because changed new processor.
filled up everything : my name, my account, password, pop-server, smtp-server but appear task box . they can't contact IPS please ask server
I tried microsoft mail, outlook express and outlook

Same error 0x800CC0D when i'm starting to log-in w/ YMessenger and my IE wont work also.

You want to use these settings to  configure a mail client for yahoo:

Incoming mail server settings
POP server: plus.pop.mail.yahoo.com
Use SSL
Port: 995

Outgoing mail server (SMTP) settings
SMTP server: plus.smtp.mail.yahoo.com
Use SSL
Port: 465 (or 587 if your ISP is blocking 465)

And, of course, you also need to put in:
Username (yahoo login username)
Email Address
Password (yahoo password)

It looks as if the server name is not complete. where is your email coming from? you'll need to know that and the email server (for example: mail.ptd.net for penteledata customers). Or, pop.gmail.com for gmail users. Get that server, then go into your account settings and put the server name into the Incoming Server blank. once you do that and save it (also make sure your outgoing server is correct) you should be fine.

Error message when using my new Microsoft Windows Mail program-

You are supposed to put the fully qualified domain name of the mail server in the SMTP server field, and the POP3 server field, like mail.acmellc.com and pop3.mycompanyname.com. Contact your mail service provider if you are not sure what the server names are.

You are receiving this error because of one of two reasons:
1) Your email account is not set up properly. Click on Microsoft Outlook, click on Tools, then Accounts. You will see a window with columns stating Account-Type-Connection. If an account is set up then click on it then click on Properties. Click server tab and you will see the SMTP server block and the POP3 server block. Both of these fields will read as follows: pop.XXXXX.net and smtp.XXXXX.net. Your Internet Service Providers name will be in the XXXX. If these are not set up properly then you cannot connect to send email. If they are filled out correctly then you need to call your Internet Service Provider and inform them of your situation. Their server is not working properly.

Can not send e-mail

Have you made any changes to your pop3 server?. Look at your option in outlook it is under accounts. And check to make sure the server setup is right for your email. Most times the mail server and pop server are the same. Like
incoming pop3 (server whatever.com)
outgoing smtp( server whatever.com)
