I have poor drainage from the washing machine and thought if I stacked it higher it would drain better. It is not stacked on the bottom and the dryer on the top; I want to switch the stacking and have the washing machine on top of the dryer. Can I do this?
I wouldn't. Not without a proper shelf for the washer.
Washing machines are heavy because there's a huge lump of concrete placed over the drum to dampen down any vibrations. A tumble dryer is hollow, has little structural strength.
Put the machine on top of the dryer, you're going to get a crushed dryer if not a crushed foot, leg or child. Please be very careful.
