Make sure all pulleys on the mower deck move freely. Also a major issue with that mower is the idler are. This will be the pulley with a large spring attached to it make sure it's pulley isn't worn turns freely and the arm travels back and forth as it should.
recharge the battery
pull the plug and see if there is any oil in the cylinder
fix the oil leaks
OR
get a new motor 20 hp from e-bay for a good price that just bolts straight in
that way you will have a trouble free mower for the price of a new engine
remember you got it free and that means that is is not a good proposition to repair
you have to get piston to top dead center, there should be 4 thousandths of clearance between rocker and valve on both valves. use two wrenches to tighen
That throttle cable issue sounds like it may be the culprit. the cable housing (the outer casing for the wire throttle cable) may not be anchored correctly. Which may be allowing you to move the throttle without any change at the butterfly control on the carb. make sure the cable housing is anchored at both ends.. by the throttle control and at the carb area.. That may be your problem... hope it is that simple... K
You have governor with a missing spring or it could be in the wrong place. If the springs are all OK then you may have a bad governor gear in the crankcase. This engine is bad about the governor gears bending the governor gear shaft.
