You may be trying to view an incompatible signal on the TV (NTSC or PAL), using one type while the TV only natively supports the other. If you see the image in black and white as well as the infinite scrolling effect, this is most certain.
However, if it's a scrolling image in color, then perhaps your V-hold is tuned incorrectly. Find the V-hold knob on the TV and turn it to fix the scrolling; if there is no V-hold, then maybe it's on the back of the TV, or it might be inside the TV. In rare cases I believe it could even be inside the TV menu, though this is doubtful (and also it would be extraordinarily difficult to access since the picture's already scrolling).
I could not find any manuals for your model number, but the instructions for a different Memorex model may be close enough. For example, the cable setup instructions provided for the MLTD2622 are very similar to those for other brands of televisions. Look on pages 19-21 of the manual for the MLTD2622.
