The Flashing #4 occurs when power is applied to the fridge and the control board goes through it's cycles and didn't detect a damper connection.
So its your air damper thats bad.

Did you check the motor and/or damper mechanism that directs cold freezer air into the refrigerator portion. If that is messed up the freezer is ok but fridge is ng. Also look at door seals for proper sealing.
I have had the same problem, and can't fix it at the refrigerator. You need an presure reglator or bladder on your hot water heater. when you have to much pressure it usually starts causeing problems at the hot water heater with leaks and works its way down in other areas of the house. We put a regulator at our water meter at first and it did not help.. if it is leaking at your fidge, you may want to check other appliances.

What is the water line that you would like to install is it attaching to the refrigerator your question or is it a water line that goes under the refrigerator and to the dispenser or the ice maker? Is the model number of the refrigerator correct within your post?

I understand that your Frigidaire refrigerator is not sealing properly. You could be experiencing an issue with the gasket or the hinges. I would suggest checking the door hinges to assure that they are secure in position. You can also use a dollar bill to test the door gasket. Place a dollar bill in between the door and the body of the refrigerator. If the dollar bill pulls out with no to little resistance, you may need to replace the door gasket. fridgidaire makes cubed ice but crushes ice. could be push button on door, mechanism that crushes ice, if not mechanically inclined please call refrigeration tech to check out.
Test if you're getting power to the dispenser water-valve in back near bottom while depressing the dispenser activator on front. Should have 120 volts. If you have voltage, make sure water is on and screen is clean. If so, replace valve. If no power, bad dispenser activator. Make sure power getting to activator.

most likely bad evaporator fan motor located behind the wall in the freezer,when you open the freezer door you should hear the fan blowing in the freezer unless it's in defrost,if you don't hear it check it in 45 minutes if still no fan it's bad.

It might be a food safe lubricant that needs to be cleaned out of the system yes clean the trays and anything else in that area also look in the manual under trouble shooting, if you have had the fridge piped in so the ice maker works auto there is a possibility of flux in the pipework but if you say the water is fine then a clean should cure any problem.
I understand that your Frigidaire refrigerator is not dispensing ice. I would check to make sure there is no buildup of ice on the inside of the freezer door to prevent any additional ice being dispensed. When you push on the dispenser lever do you hear anything inside of the ice bucket? If you do not hear noises when the dispenser is pushed I would check your ice bucket to assure that it is installed correctly.
