Fan wont turn t humms
Might need a little more information, but here goes. If the fan won't turn at all, you need to oil it, if you can spin the fan and then it slowly beguns to run ful speed, replace the run capacitor.

Cut red and white wire outside no longer have power to the fan.
Turn it off at the breaker. Strip about 1/4" insulation off each wire. Run down to Home Depot and buy one of those water-proof wire screw kits that water will not penetrate when it dries.
Come home, take the wire nuts out, twist the two ends on one color together and pour in the epoxy; Twist until tight as you can get. Then do the other one. After the epoxy sets up you'll be okay as long as none of the wires are exposed through the insulation. I would bury them if you have enough slack.

The electricity in the house
It sounds as though the interruption caused a resultant surge when the power came back on, damaging the breaker.. You won't know if anything else is wrong until the breaker is replaced. You may want to consult an electrician for replacement of the breaker if you don't feel confident with the job. Don't take unnecessary chances.

CHECK THE PRIMARY CONTROL TO SEE IF IT IS LOCKED OUT. IF THE RED BUTTON HAS POPPED UP THEN PRESS IT ONCE TO START, IF IT DOESN'T RUN THEN CALL A TECHNICIAN. ALSO CHECK THE SIDE OF THE MOTOR TO SEE IF IT HAS GONE ON THERMAL OVERLOAD(LITTLE RED BUTTON). RESET IT AND THEN PRESS PRIMARY CONTROL BUTTON. IF MOTOR BUTTON HAS POPPED OUT THEN REPLACE MOTOR. COULD ALSO BE A BREAKER. GOOD LUCK THANKS FOR AN HONEST RATING AND FOR USING FIX-YA.

Fan runs but condesor not running
1. First refill the gas. Gas seems to be overcharged than the recommended value. If the gas is OK
Than,
2. There is an overload in the compressor, when it takes more then recommended amperes of current overload shuts the compressor.
Than need to change the compressor.

If your unit has a thermo-coupling this is most likely the issue This little sensor sends a milli-voltage to the gas valve telling it to keep sending gas for the pilot since its lit and all is good. They wear out and the gas valve thinks the flame has gone out (whick is hasnt) and kills the gas flow.

Problem with furnace, air but no heat
the hot serface igniter may nead to be replaced again . if the is a lack of air
[ have this checked} getting to and frome the furnace it may be causing the furnace to cycle off the burner duing call for heat. it recycles back on and off untill the thermostat is saticfied. this means you are reusing the igniter more often the once a call for heat . therefore shorening it life expectancy.. make shure you are not blocking the air flows with over filtering ..whitch i have found to be the most common mistake . this and not changing or cleaning air filters often enough.
