If the compressor is running at 90 there should be hot air coming out of the condensing units fan, if not it could be damaged valves in the compressor especially if the suction line is colder than normal like ice cold.
Obviously if the compressor is not running then you have other electrical problems.

check for bound motor

drain stopped up or pan bad

check to make sure outside unit is running. power failures can damage alot. if it was running during storm.

if you are running the a/c keep the fan on it will dry the insulation out but it will take awhile. not familiar with any water management kit. other then a sensor to shut off water if the drain stops up.

contacts sticking fan will not turn when unit is on

Check the power to the outdoor AC...make sure it is running. If it is, someone will need to check to make sure the compressor is running and that the temperatures & pressures are good.

The drain pan for the evaporator needs to be checked for cracks & make sure the evaporator is centrally lined up to the pan. Sometimes condensate shield are installed to manage the water blown off the evaporator coil. Generally with the evaporator housing open, check any signs of where water has been traveling ie rust lines or calcium deposit lines to determine were the water is coming from.

Yes Thermostat like any other electronic appliance wore out overtime.
If it has been 6 years old you may want to consider wether to have it repaired or replaced. New technologies of ac's offer a better economical and more eco friendly features than those made 5 years ago. The one thing you also would want to consider is the amount to pay if you're gonna have this repaired.

E-1 Indoor room sensor defective. Replace it.

If it is freezing up then it is for sure dripping outside the catch pan.. Have you been able to take the front cover off and see ice on the coil.... ?

The txv will hunt if it is oversized, undersized, loose or dirty bulb connection improper bulb location or system is overcharged or undercharged with refrigerant.

Is this aforced Air System?

Sounds like your condenser fan motor (outside unit) is 'froze up.' Bearings are probably bad. I would suggest having a Service Tech check it out.

Not much you can do yourself - maybe look for an obvious loose wire or something (if you do this be sure power is all off).

It's possible a 'fan capacitor,' (a small grey/silver thingamyjig about the size of an oversized cigerette lighter) is bad - (it will have a wire from the fan motor going to it) but - "not likely."

If it (fan cap) is bad - sometimes they will 'bulge' which is a dead giveaway that it is bad. In which case you could take it down to an AC parts house and get a replacement. If you do this - be sure 'all power is off,' and you mark the wires when your remove the old fan cap - and buy an exact replacement - so you can hook it back up correctly.

Again, the most likely problem is that the fan motor itself is bad - and needs replacing which will run about $200 if a Service Tech does it.

Note: it's possible that you have a 'blown fuse' or a 'tripped disconnect,' on your outside unit - so - I would make sure that your 'fuses/breakers' are all good too.

Have a "Hard-Start" kit installed.

2 possible causes. 1 there is a blockage in the ventilation system (possible collasped ductwork) or 2 the fan motor is going out. The motor could be going out due to the winding swelling as the motor is run heating the winding causing the windings to swell slowing the motors rpms.
