Blank screen
When you say "When I turn on the computer the monitor acts like it is getting no power", do you mean the light on monitor doesn't come on or it does and it states it has "No Signal"? If it says no signal then it is receiving power just no signal from computer. What kind of connection is it? Digital(white) or analog(blue)? Is the keyboard wireless or is it PS/2?
If the keyboard isn't wireless and you're plugging the monitor in correctly I would say it's a power supply issue. Try changing the outlet you're using and/or bypass the surge protector to plug directly into wall.
System Restore
Yes you can use a disk which is used for reformatting the system just like you can reinstall the windows in your system.
It will automatically reinstall the all booting files in your system and also remove your old operating problems.
But after installing the windows in the system you you have also need to install all the Motherboard Drivers in the system. If you have a Motherboard Drivers C.D. with you...fine...But if not have a Motherboard C.D. don't afraid at all.....you can find all the available Motherboard Drivers from the Website of HP.
Installing updates
restore your pc to an earlier time before you had the problem run anti virus & anti spy ware scans
if that does not correct things
put windows disc in drive, cancel install if it starts
go to start/run and type "cmd" in the run box
when the other box opens type "sfc/scannow
this will check all the system files & drivers and will replace any that may be missing or corrupted.
good luck ,please rate my efforts

Computer wont shut off
it might be virus.
can you backup your documents in other place, and have your PC re-install.
be sure to install an antivirus before you replace your backup file to your pc again.
Monitor menu
that's a control issue with the monitor...you may need to get and reinstall the video drivers for that one...
check this link, follow hp icon to model number, for computer, and look for video drivers.
Power outage problems
Power outages can cause problems. Based upon the symptoms your motherboard or hard drive has been damaged.
No audio device
You will need to install the audio driver. When you buy any computer, it usually comes with a cd of drivers that is installed. When you install a fresh copy of windows, it only installs the necessaries to run. If you don't have it, go to your computers manufacturers page and find it there. Since I don't know what computer it is, I can't find a link for you. Also just as a precaution, go to Control Panel. Then Systems, then find Device Driver. Scroll down and find Sound Video and Game Controllers. If there is no audio device there, then go ahead and find it on the manufacturers page. If there is, try updating it. I hope this helps. Let me know what happens.

If your computer is still covered by warranty, call or email Compaq and ask for their assistance. They will be able to fix the problem for free or a very low price. If you do NOT have the warranty, then you may do the following:
This is because the video card you have is corrupted. If the computer won't even turn on from the start and it just beeps, then you need a new or replacement video card.
If windows xp loads, and then the monitor goes blank and the system beeps, try reloading XP again, this time format the entire Hard Drive, and install the Video Card drivers the first thing you do when your system starts.
Take you computer to a repair shop to test the video card and make sure it works. If you have another PC, then take the video card out of the PC and put it in the other (go online if you need help with that). If that doesn't work, then you have a broken video card.

Ouch! The answer to your question is yes. The hard drive inside the tower has all your information on it (regardless of the condition of the rest of the PC) and can be transferred to another computer by making it a 'slave' drive. Then the computer's main HD (also called 'master' hard drive) can usually read from it. Rest assured, your data is still there.
If this helps, please rate this as "FixYa".
Good luck!
Modem and port
You will normally need the device driver to install the modem. I suggest find the driver and reinstall it as it is not detected as a supported device by windows.
Thanks J
Modem
go to add hardware wizard found on your control panel..try to detect it.
OR, if does not work, turn off your computer, reseat the modem card in your system unit then restart your computer.
Power cords
It's a plain power cord. Every local electronics store would have one. Just tell 'm it's for a PC and how many you need. He knows what kind of cable to give you.
There are some online stores, but I'm Dutch and I don't know which ones to advise in other countries then my own.
I hope this helps answering your question.
Please rate.

Memory problems
im unsure whats wrong but run the disks that came with ur pc to repair windows. that shud fix it
Wont recognize additional ram
It could be the wrong ram that u are using when i put extra ram in I make sure they are all the same brand. some boards take 2 different types of ram (speeds) i would go back to crucial with your good ram in and then do a check and see what ram your board needs
