VCR Lock activated-Can I turn it off?
Turn the VCR on and remove any tape. Press the record button and the VHS/TV button simultaneously. You should see a message saying the VCR is unlocked. It worked for me.
VCR DOES NOT WORK WITH NEW CABLE BOX
If you can get some of the stations without the box (often the case
for those who subscribe to digital cable or movie channels), then one setup is to split the raw cable and feed the box and the TV, then have the box feed the VCR and hook up the VCR composite video and line level audio outputs to the TV.
The VCR tuner would always be set to the VHF frequency your cable box RF output is on, usually ch. 2, 3 or 4.
This setup allows PIP to work, with the TV tuner limited to
unscrambled analog stations, and it also allows you to tape anything
coming through the box, while watching unscrambled analog stations on the TV.
However, it requires the VCR to be on and the TV set to the
external video input to simply watch what is coming through the cable box.
There are other ways to set this up with more flexibility using
splitters and A/B switches, or you can look for a special switch box
that handles the job.
The above assumes your TV has composite video and line level audio
inputs.
The only way to have full flexibility to watch any scrambled or
unscrambled station at the same time as taping a scrambled station is to have 2 cable boxes. The only way to have your VCR control the
cable box and record different programs by switching the box by itself is to have a VCR with a cable box controller, also known as a cable "mouse".

1977 CRT TV wont turn on
Not sure why anyone would want to repair a non hd TV as the picture quality isn't usable with modern content but if you're doing it because you like restoring something vintage here are some ideas. Some CRT sets use a pulse from the back side of the flyback transformer as a starter voltage supply, it needs this short pulse to start the power supply, it's kind of like starting a gas motor, the starter only runs for a short time then the gas motor takes over, this signal needs to be measured with a scope or a high end meter, this was a common issue with a lot of older CRT sets that use this type of power supply. I'd look at the start up supply as without that the regular supply isn't operatable.

Your EEPROM is bad, if you can find one and have soldering skills and the equipment to remove and replace SMD devices that's the cheap way to fix( $15) if not replace the main board, in your case with the sound issue it may make more sense to replace the main as that should correct that isue as well

Check and replace damaged component/s at its back-light inverter board, or replace this board as card basis. If you wish to get some details; check the site linked here. Surf the site with patience. Pull up older posts. It will be best to replace the inverter board as card basis.

To some model sets; especially LED back-lighted types; the back-light inverter circuit will be part of the main power supply board [SMPS]. In such cases, the power supply board might need replacement. To some models sets, the back-light inverter and SMPS section circuit will be integrated at its main board itself. If so; the main board should be replaced. To some models of sets, all these section circuit will be integrated at its main board. If this is the case, you have to replace the main board.
