they down shift a ratio to get extra torque from the motor and will stay down shifted until the vacuum actuator shifts it back and only then when the VSS reports to the TCM that a ratio change up is needed will the overdrive click in
If you cannot get OD under any circumstances run the fault codes and check for a problem overdrive servo/ solenoid , TCM unit

At the very least you have a 3 speed transmission with overdrive, maybe even more gears. Assuming it is an automatic. It should shift twice then go into lock-up before shifting into overdrive. You would feel four shifts under normal conditions. As far as not shifting, the problem could be electrical or something inside the transmission. And the check engine light should be on.
The D inside of an O is for overdrive. It is an automatic overdrive transmission. There isn't an overdrive button on it. If you want to disable the overdrive you have to shift down a gear.
look in the overdrive cable see if its atatched and working if theres no overdrive cable if the overdrive sensor light is on than it could be an overdrive sensor.
Is the overdrive disabled via the button on the shifter?
