This can be found in the Hanes repair manual that you can get at any auto parts store, Auto Zone, step by step with photos. Not a hard job but you will new a steering wheel puller to get the lock ring out and the wheel off.

SOURCE: 99 blazer steering column key is stuck in acc and will not move

o.k... you broke the key off in the cylinder... right... o.k... can you turn the key? it you can... usually you just put the key in the acc position... and just pulls out... now... some ignitions use a pin to keep the cylinder in... just hope you don't have one... because you'll have to pull off the steering wheel and the turn signal switch... just to get to it... them you'll have to get a small screw driver and remove the pin... not easy... any way... just use a big flat head screw driver... and ever so gently... pry out... when you get a new one... reverse the procedure to install... hope this helps man

i have the same problem with mine several times you have to pull the steering off and the spring loaded plate behind the wheel then set back in the column there are 3 torx type fine thread screws you have to tighten and this will take care of the side to side of the tilt wheel if not tightened properly you will have to repeat this procedure again and again good luck

My cars signals and flashers do not work and brake lights are working . all fuses are fine what should i do

This sounds ike the multi-function switch located in the steering column. The switch can be replaced by removing the ignition switch, the upper an lower steering column covers (there are 3 screws recessed in the lower half of the column cover) Remove the 2 torx head screws from the muti-function switch (which includes the turn signal lever and the wiper switch) unplug the wiring harnesses and replace the switch.

Before doing all of that check to see if the flasher unit itself is ok. It is ocated on the back side of the fuse panel under the dash.

Tilt steering play

you need a new steering column,,,,go to a salvage and get one with a key but there is no fixing the old one,,,a used one should run about 75.00 and is not hard to put in

Multifuction switch

This is for a 97 but it may give you some help...

MULTI-FUNCTION WIPER SWITCH
REMOVAL
Tilt the column up and remove the six screws holding the lower column shroud.
Tilt the column down and remove the upper shroud Upper Shroud Removal
Tilt the column up and remove the one steering column tilt lever screw at base of lever. Remove tilt lever and lower shroud.
Using a screwdriver in place of the lever, tilt the column down. Remove the two mounting screws on the switch and remove the switch. Remove the wiring from the hooks and disconnect the two electrical connections on the multi-function switch. Remove the multi-function switch.

Wiring for Wiper system

most likley the whole switch assembly needs to be replaced.You cant repair just the wiper.
