Check the wiring leading from the seat belt clasp for a broken or loose connection. Also try cleaning the inside of the clasp with alcohol.
where is the clasp? And how do i get to the connection? I'm not a wiring expert...i don't know what to do...or where to go. i can't stand the beeps
The seat belt clasp is what you connect your belt hook into. The clasp is bolted to the sheet metal of the car right through the carpet, on the opposite side of the seat from the belt. On the reverse side of the clasp you may be able to see a piece of wiring or a plastic covering for any wiring for the clasp that leads beneath that carpet to the engine bay...if that wiring is broken then it will not send the electrical signal it normally would when you have your seat belt on.
Being that your passenger made repeated attempts to insert the hook into the clasp, one of two things might have happened during that incident; the wiring to the clasp on your 19 yr old vehicle finally wore out or; the electrical contact point inside the clasp finally got worn out enough to not register that you do in fact have your seat belt ON. You may be able to pry open the clasp assembly with a flat head screwdriver and clean 19 years of gunk out of there or just have to add some light weight machine oil to it's moving parts...unless of course you do see broken wiring that you can tape back together.
