We check hubs, lubed spring is good. Shaft to front differential turns. Front axle does not lock in? 4 wheel engaged on jacks nothing! Hubs are fairly new! Opened the pumpkin and large outer gear to drive shaft gear are good. Not sure how it works after that, if it has to sense that hubs are locked to engage?
SOURCE: 4 wheel driver not working
I had this happen to mine, and it was a cracked vacuum line going from the transfer case to the hub. Took 48 cents and 15 minutes to fix.
SOURCE: 4 wheel drive (auto locking hubs) seems to be trying to engage.
I had the same thing happen. The automatic locking hubs are faulty, causing one or both hubs to try to engage or disengage onto the front driveshaft. This makes the clicking noise and loud clunking that you hear. You may notice your steering pulling to one side of the road, because one hub is locked in. Replace the automatic hubs with new ones, do not try to fix the old ones. I liked the
convience of automatic hubs but replaced mine with manual hubs, there just way more reliable.

there are vacum line one on each side behide the wheels see if they are broke or leaking i had the same problem
SOURCE: I have a 2006 Ford
The hubs on this vehicle are vacuum operated and controlled by a module and a solenoid valve. When there is no vacuum applied to the hubs they should be locked in. The hubs will unlock with vacuum applied. Disconnect the vacuum lines at the hubs and see if the axles freewheel. If they do you likely have a hub issue. If the hubs are locked in with the lines disconnected you probably have a faulty solenoid valve.
SOURCE: 94' f--350 front wheel drive do not engage. Lubed hubs- springs work good
Check fuses ... I don't know without seeing it but there are actuators that engage when selecting 4 WD.
Testimonial: "94' is all manual- no VACUMN No fuses No actuators.!"
