Does the vehicle has a PATS - anti-theft system ? red light flashing on top of the instrument panel when trying to start ? Fuel pump relay is energized by the PCM - engine computer if no anti-theft system problems . IF they replace the pinion seal, they had to retorque the crush washer and perform a pinon pattern. If that wasn't done right, then it could make noise.

I would strongly suggest a full diagnostic test using a good quality computer with uptodate software, perhaps a local
specialist?
This will really help to narrow down your search, obviously deoending on how good the person doing the diagnostics are.

Noisy crownwheel and pinion whine , most likely worn carrier and pinion bearings,new bearings may not cure the fault, as the back lash and tooth engagement has changed and may still whine.

it can be a fuel problem could be the regulator or the fuel filter, if its not getting enough fuel it will turn down the air flow, can also be a vacume leak if its broken or leaking, this would mean its getting more air than it needs.

There is nothing to reset on the computer. This kind of problem is hard to find. Most likely it is a connector issue, but could be a bad bcm. I would get under the dash and jiggle the relevant wires to see if anything changes while jiggling. If it does, keep jiggling individual wires and locations to isolate the problem to a specific wire or connector. If you think it's a connector, check to make sure the terminals are fully seated in the connector such that the pins are going into the terminals. If none of that works, play around in the fuse box. Take fuses in and out. Swap relays around, etc.

You will need to remove the entire assembly and find out what is broken, it is real pain in the rear and is very time consuming, about 8 hours hard work, the headliner must come out and that means all the interior trim be removed.

If you have air in your fuel line it may have a crack in your line ,do you have a clear fuel filter ? How are you seeing the air If you just reinstalled a new line bleeding is not nessary..

Blower motor in engine compartment passenger firewall area, you may have to remove the cruise control servo to get motor out, very easy and straightforward job, be careful transferring the blower motor wheel over to new motor, remove lockclip first on motor shaft.

Your oil is under pressure as it is circulated through the engine, and at low RPM there is less pressure pumping the oil around. With the broken dipstick, I presume there is an oil-pressure leak and at normal operating speed there is enough capacity to maintain proper pressure, but the leak is more than the engine can overcome at low speed. I would suggest replacing the broken dipstick.
