There is a short in the tail light wiring...look for a break in wiring insulation

This is a difficult and time consuming problem to solve unless you get lucky. I would probably by disconnecting the rear wire loom for the tail lights and trying a fuse then, if the fuse holds then there is a shorted or corroded wire, or a bad ground. BAD GROUND IS WHERE I'D LOOK FIRST. its all systematic checking after that till you find the problem. good luck.

SOURCE: T100 tail lights & dash light keep blowing fuses

If this vehicle has a trailer harness, that could be the problem; it could be shorted out. Additionally, if there is no trailer harness, look under the truck bed at the rear, look for a grey wiring connector that wires come out of, and run to the taillamps. I have observed corrrosion in this connector, which will result in a short circuit. You may find it necessary to cut the connector out and resplice the wires back together (eliminate the connector), if severe corrosion is indeed present.

SOURCE: Warning lights on a 2006 toyota rav 4 32,000 miles

I had the same problem. A computer check showed that the emission system was having difficulty. The catalytic converter had to be replaced. The car had under 80,000 miles on it so it was covered by a warranty (State law? Federal law?).
My battery was also dead. That was replaced free too. It had a 7 year warranty.
I do NOT purchase extended warranties.

Don't try a higher fuse , it just makes things worse by adding extra burn to the problem.. First make a test lamp with a 21w bulb ( indicator size) .You now have a bulb with two wires attached , insert the "test bulb" across where the fuse should be.
When you switch on the circuit concerned it will glow BRIGHT as it is getting a POS (+) and a NEG (-) ie blowing the fuse (short circuit) in the fuse box and therefore a BRIGHT bulb.
As you disconnect and eliminate or disturb the problem the bulb will immediately glow DULL ( in series contact now) and no longer a short circuit . As you check the circuits the illumination will change and, your on the money ! Let's know how you get on , Good luck
