I have changed the insturment cluster, and now got a new fuel pump but wire harness is a four wire and orginal is only 3 wire both black are a ground, Can they both go to frame. One grounds the sender and the other the pump. the gray is power to the pump and the purple is power to the sender signal?

Absolutely, your gauge works off of resistance that is calibrated, if you have a rusty or bad ground you are causing more resistance, hence a full reading. Disconnecting it puts it to its default setting which is full, All the resistance in the unclean ground is tricking your sender in to thinking tank is full...

Most likely its the ground wire clean it up or replace it, and i bet the guage will read corectly.

I doubt you have a fuel issue if you replaced the pump. Try this to bypass the fuel pump. Spray some quick start or brakle cleaner into the throttle body. If the car still does not start then the problem is ignition related, NOT fuel related. If it does start then go to mitcell1diy online , search. You can get all the diagnoses info there.
