The fuel filter is a cylinder located on the passenger side about 8 inchers in front of the rear tire under the car. It has a total of three lines running to it and it is roughly the size of a pack of cigarettes

I would sumise that if you have a new battery that either the new battery is faulty or your alternator is at fault, but without more information I can't help any further sorry...

Then there is a faulty door switch in one of the 4 doors most likely, have the system BCM scanned to ID the defective switch.

Check for loose Plug Wires, and such. If over 100K Miles, do a Tune-up. It's cheap. You sound like a Plug Wire is grounding out. If it has Coil on Plug, there are Boots, under the Coil Pack. I would start with a Tune-up. Also, use a good Injection Cleaner, from the Parts Store.

Check for frayed ground strap engine to frame or hot cable battery to solenoid. How do you know starter is getting current? Measured it or what?

The cars computer may need to relearn the idle. When the battery has been disconnected for a while it wipes the memory, so the next time you start it the car goes through a re-learn process. It's free to try, so give it a shot. Disconnect the battery for an hour or two (maybe overnight if you can) then connect it back after it has been sitting. Make sure lights, a/c, radio, all accessories are off and start the car. Let it sit and idle for a while (maybe 10 minutes) until it warms up and the idle drops to normal. Then you should be good as far as the re-lean process goes.
If that doesn't help, then you may have a wiring issue from the wreck. Assuming nothing was done to the engine.

This will need a hands on inspection by a qualified mechanic. i suggest the Kia dealership, but at a minimum it needs to go to a different shop than the one you've been taking it to as they seem to not know what they're doing.

I strongly recommend you stop driving this car immediately, the possibility of raw fuel in the engine compartment can be extremely dangerous. It sounds like you may have a fuel leak around the engine bay somewhere and need to locate the source and have repaired.

Check for vacuum leaks or fuel leaks.

remove old freeze plug using screwdriver and pliers, install new one using a socket or pipe the same size as the freeze plug and gently tap it into the block until seats flush with the block.

Remove nuts holding master cylinder onto mount. Remove fluid lines carefully, bench bleed new master cylinder then install lines, install mounting nuts then bleed system again applying pressure to clutch pedal several times until no air is seen purging out.

Make sure it's in park, or neutral if manual tranny. Make sure battery connections are tight and clean. Check starter relay and check ignition switch electrical portion to ensure it's getting current from the battery to the relay.
