WINDSHIELD WIPER WOULD NOT TURN OFF
One solution might be a small switch near the ignition switch. Undo the housing around the steering column so you can see where the key goes in. There should be a small black switch near where your key goes in with 2 wires running off it. When you unscrew it there's a tiny pin that tells the wipers (among other things) that the key is definitely in. This might be loose. Hope this helps.
Cold engine start
Two problems come to my mind, first the spark plug wires have high resistance and the second which I think makes more sense is that you have an injector leak down problem. If the vehicle is parked for more then 4/5 hours the fuel rail will loose pressure and so when you start to crank it builds up pressure and then finally starts!
How you know if you need a cooling fan relay
If your cooling fan is running all the time or if the cooling fan does not turn on when engine temperature is at normal or higher than normal temperature. It is possible in cold weather the fan may not turn on often.
Overcharged battery
Maybe your battery was overfilled. You should be fine. Well, you may have to charge it again, lol. If you don't have a voltmeter to test it, just try starting. If it starts, the alternator should take care of charging it up after about 30 minutes of running. 10 amps in one hour is not too much. I thought all battery chargers sold today had an automatic function to reduce output down to a trickle charge (about 2 amps) after sensing battery was nearing full charge. My Sears charger is like that. Sure helps when you forget and leave it on all night! I've done that more than once and no ill effects.
Hard to start on cold mornings. Battery and altenator are OK
I think you are missing the "cold start routine". The engine temperature sensor activates a computer circuit which changes the fuel mix and timing for the first few seconds to a minute or so on the startup.Either it is failing to sense the engine is cold or the ECU is not using the info the temperature sensor is giving it. Go to a major autoparts store like Autozone and ask for the temperature sensor that controls the startup cycle. There may be a second sensor which just controls the dash gauge and you do not want that one if they are not one and the same.I hope you find my soluiion useful. Please rate my info.

It is most likely the door switch does the interior light come on when the door is opened if not replace the door switch, this switch also controls the seat belt motor.
Temp gauge wont move
Does the engine work up to temperature? Is the radiator coolant hot, even when the temp is showing low?If so, then try replacing the temperature sensor.
