Instrument cluster and power windows both lost
fuses. fuses that look bad are, fuses that look good can in fact be bad, use the DMM , press ohm.s0 ohms good,infinity bad.the DMM will never lie to you , if battery is good and fuse in side goodwe test the ohm scale by shorting the leads and see, 0 ohms.my meter is working, i can now test fuses. this is SOP standard operating procedures.

The new timing belt jumped
no it is not. (late answer) is this a double post?all timing belts jump, 1: every 60k miles for most. ever read the service list.some top quality belts go bad at 100k miles. so.....????Honda uses an "interference" engine design. do not skip this service, or the whole engine can grenade !!!honda quote, pasted.However, since these engines utilize an interference design, it is
highly recommended to at least inspect the timing belt at 60,000 mile
(96,000 km) intervals. It is an even better idea to replace the belt at
these intervals. On 1990-94 models, Honda recommends the timing belt to
be replaced at 90,000 mile (144,000 km) intervals. On 1995 models, the

I suggest you check all the instrument panel grounds. You will need a factory wiring digrams fo rthis, so try and find a used factopry repair manual on eBay is my suggestion as fixya has no wiring dioragrams or repair manuals on file for this car

Indicator fuse keeps blowing
check the bulb holders first ,it could be the wrong bulb ,normally a single pole bulb but you may have fitted a double pole stop/tail light bulb by mistake ,Common fault i have come across
