There is no relay. What you need to do is check the ground at the headlights first. If that is good, trace power from the fuse thru the diagram at link below. Also make sure the headlight switch conne tor has ground and that the appropriate wire from the headlight switch supplies ground to the lighting module on the requisite pin corresponding to the headlight setting. Basically, pin 10 should be getting ground from the switch on the red/yellow wire when the headlight switch is on. You can test the downstrean circuitry by using a jumper from a ground point to the red/yellow wire terminal. If the lights come on, you know the switch is not supplying ground. What you have is a wiring issue.

there is no override. Otherwise it would defeat the point of an immobilizer. I would find out why the alarm went off and deal with the rot cause rather than trying to bypass something made to be un-bypassable.
You may be able to reset the alarm by unplugging the battery from the car for a minute or 2 but I would start with the alarm manual to be safe. Possibly even remote the alarm and put the wiring back to stock.

Did you check voltage and ground, at the lighter socket? Maybe the lighter heater element is faulty, you can usually replace those.
Even if the fuse is good, that doesn't mean there is voltage on the circuit.

Odds are really good that your local parts store (ie Canadian tire) will have a book with the make, model, engine size that will tell you the appropriate plug AND the correct gap. Even if you just want to reset your old plugs, the info would be available, AND FREE!!!

remove the clips that hold the radiator support cover and remove the cover look down at the top of the light assembly and you will see two or three clips that hold it in just spread the clips or use a snap ring plier to get them out and remove all three and remove the headlight assembly the bulbs are held in by twist lock connectors push in and turn DO NOT TOUCH THE NEW HEAD LIGHT WITH YOUR HANDS THE OIL FROM YOUR SKIN FRIES ON THE GLASS AND BLOWS OUT THE BULB WASH YOUR HANDS FIRST THEN DRY THEM HOLD THE BULB IN PAPER TOWELS below are photos of your stuff the clips have little legs on them that fit into the black plastic adjusters shown in the center of the headlight I couldn't find a photo of the other side showing the legs but you'll see them when you look down at the back of the light the snap ring pliers fit into the holes on the tabs you see and then spread the clips for removal
Why is oil coming out of 1997 crown Victoria tail pipe
Can be several things. None are good. Oil seals on valve stems are a potential problem. A bad head gasket can leak if the design has oil passages in the heads. The last reason would be oil rings on the pistons.
There are some ways to test to determine which of these 3 problems it is. The tests can be done by a Mechanic and involve pressurizing the inside of the engine in different ways to see which part is at fault.
About the only positive news is that there is a difference between removing 1 head and removing both heads. You only need to fix the side of the engine that is bad. The good side can stay sealed.
There are products which plug oil leaks internally if the gasket is the problem and you may not need to tear apart the engine if the additive works.
Radio on 97 crown vic wont stop scanning real fast
Who told you to use WD40? WD40 is a lubricant, it leaves a residue. And it can short out your radio. It could be the scan button is shorted or if it doesn't pick up stations, a problem with the antenna or receiver.
