The rear brake lights on my 2001 Hyundai Elantra won't turn off
There's a small rubber pad which sits on the brake pedal arm, and holds the brake light switch OFF when the pedal is released. When this rubber pad falls off, the brake light switch is on all the time, not just when the pedal is pressed down. Find the rubber pad, and glue it back on, or make a replacement from cardboard, duct tape, whatever.

2003 Hyundai Elantra to replace a fuel filter do
Well Strauss told you wrong. You can replace just the fuel filter without replacing the fuel pump. And you are in luck because on your Hyundai there is an access panel which allow you to access the fuel pump without removing the fuel tank. Read the warnings and heed them. Work in well ventilated area with all windows on the vehicle down, disconnect the battery before starting this repair, and use every precaution to not have any sparks near where you are working. Click the link for detailed instructions with photos. Please be very careful and do not attempt this unless you feel confident you can accomplish this repair.

Big strange noise, when crank engine, for few seconds
it depends. we need to know a lot more like:
-oil weight used
-when does it happen (morning,afternoon)
-does it happen when hot or cold
-are you driving it offroad
if you had a shortblock replaced at 8000km that tells me something about YOUR driving habits and how you maintain a vehicle
