When my son takes off in Forward the engine revs before it will take off, it does not sound like a belt is slipping I don't know whether this is normal

Try taking a look at the starter and flywheel while attempting to start the engine. Does the small gear at the end of the starter move forward and engage the flywheel when you try to start the engine? Could it be stuck? The small gear must move forward to engage the flywheel. Keep your fingers away from the moving parts.
1600ml is the Arctic Cat recommended amount BUT if you check the KYMCO manual (the '06 250 is a kymco made for AC) it says the capacity is 1600ml but when you change oil it is 1400ml. This might explain why my oil level always seems higher than it should be. You can check the level with the site glass on the side.
Also on the 250, you also have to change transmission fluid separately. It uses the gear oil NOT engine oil.
Hi Matt only help I can give is look along top & bottom of chain for a tensioner it will be a round rubber wheel. If you cant find a tensioner it will more than likely you need to cut the chain down. If your not sure how to let me know & i'll let you know how. Also DO NOT USE IT while chain is loose as if you do & chain comes off you can crack engine case which then means a new engine
Your magneto might be messed up its behind the flywheel on the left side of the atv. There is a permanent magnet on the spinning flywheel to produce the spark for the plug.Or could be faulty wiring to or from the plug
