JVC Video camera GZ-HD7U does not run off of new (tested GOOD) batteries. Only runs off direct plugin. Is there a fuse or something I can fix to have it run off the battery? Don't suggest new batterie

Does the battery make good contact with the pins in the camera? Try putting a bit of pressure on it or move it etc to see if the unit comes to life, if it does even momentarily you have a loose connection at one of the pins. Since you have a second identical camera check the continuity reading between all the pins on the good camera and then the bad and compare the two should be exactly the same. If not there's an internal problem wit the unit.

Is it possible to recover deleted files from a JVC

YES. It is possible to get those deleted files back provided not overwritten.
First things first: DO NOT take any more videos or pictures with the camcorder(memory card) that you want to recover files from in case you may quite possibly ruin the chances.

Then take the memory card or hard drive out of your cam, and connect it to your computer as it should appear as a "Removable Drive" or put the card in a card reader attached to your PC.

Then install this software Wondershare Photo Recovery (recover videos and audio files too) on your computer. Then start to scan and see if your deleted files can be got back. Get the program from:

For Windows Version
For Mac version

Remember - Do NOT try & write anything back to your camcoder(card or disk) until you can recover your files safely!
I hope you good luck!
Regards

Is there another way to charge the camera so that I can turn it on and retrieve what is on it?

You will need either the camera power supply or a charged battery, if don't have a power supply for camera or a charged battery there is no way around it.

Sir/Ma'am, My JVC camcorder was infected with virus so I connected it with my pc and format it. Now when I turn it on it, in every 2 min. it shows that hardisk need to be format and when I click yes

I would connect to the computer and run a couple of anti virus programs through it. reformat it and run chkdsk to repair any faults refit to camera and reformat again in the camera.
