I bought a laptop and it has a grey screen that asks for a password i dont have it it is a dell insprion 1720 can anyone help me

I think the convenient and easy way is to use a windows password recovery tool that can do all the job for you within a few minutes automatically! Windows Password Recovery 6.0 is an easy-to-use tool designed for resetting local administrator and user passwords on any Windows system. If you have forgotten your password, or are locked out, or you do not have access to the password of the system.

How can I reset password for Bios Phoenix? the problem is that i can't run windows also

Try this, this is called "Backdoor BIOS Passwords" (manufacturers use these passwords for testing and maintenance.)

Reported Phoenix BIOS backdoor passwords include BIOS, CMOS, phoenix, and PHOENIX.

OR

Try removing your CMOS Battery. (Note that all CMOS information (including the BIOS password) will be lost. You will need to re-enter the correct CMOS setup information to use the machine. The machines owner or user will most likely be alarmed when it is discovered that the BIOS password has been deleted.)
Remove this battery along with the power cable from the power supply. Hold down the power button to fully discharge the system. Wait 2-3 minutes then reinstall the battery and plug in your system.

OR

Some motherboards have a 3 pin jumper by the battery. Lets say that the jumper is on pins 2 and 3. Remove the jumper while the machine is OFF and place onto pins 1 and 2. Power on your machine for a minute. (Note: Your system will not POST). Shutdown your machine and put the jumper back to pins 2 and 3. Power on your machine

Emachine T1100 Operating System

Sounds to me like windows is corrupted. If you have the Windows operating system cd then go into the BIOS and set the first boot device to be the cd-rom. After you do that then put the cd in the cd-rom and then reboot the machine and it should tell you to press any key to boot the cd and it will go into the installation for you and you just follow the prompts from that point.
