With digital camera pretty well taking over from the film cameras a lot of film cameras just sit and the batteries become corroded which leaves a nasty white power in the battery compartment. Your camera takes two CR123A batteries these need to be in the correct orientation or it just won't work.
Look down into the battery compartment and make sure the contacts are clean and without corrosion. I've used lens cleaner on a cotton swab to get down in there and clean it off, don't get it dripping wet just moisten the swab a bit at a time. When there is a badly corroded point then a small bit of sand paper taped to the end of a pencil has worked for me in cleaning up the bad terminal.
Hopefully you don't need to go through the cleaning process and it's just that you have the batteries in incorrectly.

Why does my Samsung i85 digital Camera does turn not on even with a new charged battery

Sure the battery is charged? Can you operate the camera with just the adapter? If so, does the camera work then. If so the new battery is defective.

New batteries but the camera will not turn on.

New or old. They could still be faulty. Try the following: 1. Clean the battery contacts. a. Remove the battery/batteries and the memory card from your camera, then wipe the battery contacts with a soft, clean cloth. b. Reinstall the battery/batteries into your camera. Please make sure that you are installing a fresh/ fully charged battery c. Turn the camera on. 2. Without the memory card, turn your camera on. (If it works then it?s your memory card that is faulty) 3. Please test with the a different battery If you do not have access to another battery Try these steps instead: Please take the battery out of the camera. b. Insert the charger into the unit from the main socket and turn the camera on. If the camera works you will need to replace the battery. If you camera doesn?t switch on you will need to order a no power repair with KODAK or a new cable.

My camera will not turn on. I bought a new battery and even tried charging it. there has never been any damage to it.

try cleaning the battery posts both in the camera and on the new battery a finger mark on the battery terminal posts can stop a camera working but do fully charge that battery before you use it

Camera turns off within seconds batteries are new

Are You Using Regular Or Alkiline?

cameras eat batteries fast. the best cameras have rechargable battery packs.

i'd use energizer or duracell. try to stay away from alkiline rechargables as they wear out fast. try Nickle Medal Hydrate Batteries (NiMH).
