There`s a few things that we can do here.
1. Contact iTunes Customer Support and see what they say about this (as maybe there's something on your account -- a block of some sort)
2. Contact your credit card company and check for any blocks on that account and make sure everything is good and fully functioning
3. Try removing your current payment method (if you have one already on the account), downloading a free song of the week and then re-add the payment method back again.
