The XPS M1330 has no video card, the video circuit is integrated into the motherboard. To determine if the video circuit or LCD display is the culprit, try connecting an external monitor to the 15 pin VGA plug on the side of the laptop. If the display on the external monitor appears normal then your LCD on the laptop is the problem, if not then you need a new motherboard.

Shut down your laptop and try pressing the center of the keybord just center of your screen firmly gently and then start the system if its ok the display comes back you are having problem with the heat sensor of the display card and not coooling properly .so loosing the display.
BUT if you mean there is a cursor blinking on the screen and dosent have display then your boot devices are configured improperly and so its searching for boot device .
also it happens when usb boot is enable in the bios and any usb device is connnected like flash or usb hard drive try to remove them and restart the pc.

Your monitor does not support the resolution of 1900x1080. The ideal resolution for your monitor is 1024x768. To change the refresh rate(hz setting). Open display properties\If you are using Windows XP click on settings ->Advanced-> Click on monitor and click on the refresh rate drop down list and choose 60Hz
If you are using vista, Once the display properties window opens, click on the icon named "Display". Then click on Advanced settings-> Click monitor Tab(as shown in the images below)

swap monitors if monitor is same dell brand then its the monitor. otherwise you can buy a Video card PROVIDED that you can disable from setup the MOBO video card, and install drivers, also speaking of drivers try uninstalling the video and monitor drivers first !! the do mon swap, finally new vid card .

funky things can happen to drivers, esp improper shutting down windows like flip a power switch or not having a UPS and computer shuts down during a power outage or storm. seen this happen as well.

If you see a very dim image or black screen or flicking image on the LCD screen it means you have a backlight problem.

Connect an external monitor to your laptop and power it up, if you see the normal Windows images then the video card and laptop is OK and the problem is definitely the backlight.

Dim image and/or dark display on the laptop's LCD screen indicates a faulty LCD backlight and it could be the inverter that supplies high voltage to the CCFL lamp or it is the CCLF lamp is nearly burnt out or burnt out, most likely this is the case.
The inverter can be replaced easily but the CCLF lamp is more time consuming and requires soldering skills.
