There is no need to worry just clean the heatsink fan and 62 degrees is normal in summer.

All fans in time will get louder. The power supply unit has a fan and if you don't already have a fan on the CPU then you can add one to help cool it The fan in the power supply can be upgraded to a quieter one if need be. Any dust on in the case on on the circuit board will retain heat so getting some dry air and cleaning them should be performed. Be sure to ground yourself to the medal case when working with the case open.

Uppgrade to a faster processor?

Hi
Pentuim D is a processor that has 2 x cpu in one and a core 2 duo has 2 cpu's plus 1 smart core bigger cache
you can only upgrade to a E2140 or E2180 processor on that motherboard
OR replace the board with a newer type

If you want to work the actual speed for the processor of a dual core take the speed for example dual core 1.8 x 2.1 =3.78 GHz
Core 2 Duo  1.8 x 2.4 = 4.32 GHz

Motherboard

2.2Ghz should be the fastest for your motherboard, also the cpus FSB is MAX 400Mhz

the socket is S478

only old cpus work in your motherboard new and currently being sold, core 2 duo family prosessors wont work. they all have fsb 667 or higher and your motherboard only supports up to 400fsb

here is the best cpu for your pc

I would recommend a whole new system.

Over sound heard from mother board processor fan

the speed of the fan is done by the motherboard, the harder the procesor is working the faster the fan speeds are. There probably was thermal paste between the processor and heatsink but some may have dissipated. If you are applying paste on, put a very thin layer, as too much can be as bad as not enough. clean the fan off of any dust and the heatsink and ensure that there is plenty of room in pc for air circulation.
