id yes it needs power pack to use it. HDD uses huge currents to start up. and spin.
USB ports?
if the drive fails on all PCs, the drive is bad. (or was erased by grimlin's in the night)
plug in the power pack 12vdc is correct.
do not mix it up with other packs or boom.
then listen to the hdd case with you ear, here it spin up?
if not the pack is dead, or the hdd is dead.

the drives can fail and be good.
for many reasons.
- bad usb port
- usb port driver missing.
- OS virus corruptiong
- drive fails to spin means no 12vdc power. (bad power pack)
- using a laptop and expecting the weak USB ports to start HDD motor, will never happen, on large 3.5" HDD. some cant even start a 2.5"
