Iv just formated my hp vectra vl now i have no sound

post in ENGLISH and be more clear what you wanted for any motherboard.
what does free mean? you want free hardware for free?

and why use any p3 , Pentium 3 cpu ? they are useless now.

my wild guess is you meant a free, driver for the audio chip on this motherboard. mobo # decoded below to a real PC.

with windows 95 or windows 98 new.
HP.com ended all support for it back in 2010 (approx)
no modern OS runs here..
no PCI-express slots
no SATA port so modern smart HDD or SSD works here..
what's to like? , it's cute but useless, sorry)

Without USB drivers the USB port will not get detected so install the suitable drivers of your motherboard. As you've said that yours PC is HP Vectra VL PC but u didnt mentioned the actual motherboard manufacturer and the operating system your using.

So once open the below link and select your operating system and download the suitable drivers.

F8 is the key that you should push to enter safe mode, but you have to know the administrator password.
I can give you another hint.
When you enter Windows normaly, wait for IE error and after that try CTRL+Shift+Esc key combination. Task manager will pop-up. Choose File->New Task(Run) and type control or control appwiz.cpl. This should open Control Panel or Add/Remove programs and that way you can uninstall IE7.
Other option is to choose File->New Task(Run) and type %windir%\ie7\spuninst\spuninst.exe in Task Manager to directly try to uninstall IE7.

Chek that you have any other user. If yes, get into it, access the user account page and get your password changed

you cant. Do you have a dell? if not what type of computer? call that manufacturer then ask for an XP disk. they should be free. I know Dell gives them out for free!

what version of windows is it running?

Could you explain what are you booting from if like you said "no disk drive on this". What was the last thing the member of your family does on that PC? Any new installed programs, or hardware? Does the PC restarts itself after that "full circle" or stays frosen?
