The Manufacturer suggests you clean the hose by removing the water tank dammed if u can get it off though.

I'm assuming that you have checked the water inlet at the bottom and steam spout for lime or other deposits that can clog them - and cleaned them if necessary.
The steam is generated by the boiling of a small amount of water then the pumping of an additional amount of water in the steam spout. In your case the valve that controls the steam is defective.
There are no replacement parts for this unit - it's a service-free device: if something breaks inside it you just junk it and get a new one. If you want to try to fix it you will have to crack open the casing of the boiler (glued in there) access and replace the valve and glue it back together. It's a long and fiddly job for which you will need the spare parts recovered from another defective unit.
