depends on how old it is. simple answer is yes but it can be complicated and expensive and dangerous if not done correctly plus parts only available from manufacturer and sold to dealers only

have the batteries checked, there are two gel cell 12 volt batteries, that if one or both will not hold a charge, they will fail on incline as the load on the chair is greater going up hill. Test this out by trying a hill near your house. I had to change one of the batteries in another model Pride that my wife uses for the same problem. The one battery would not hold a charge.

Probably need more info. What do you mean by "lock up". Will it not move at all or just stops moving forward?
