you must be talking about the main CASE POST code LED stip? that is 4 LED wide strip that LED?
1,2.3,4 code, those are POST error codes covered in the manual fully. and beep codes.
page 15 (of 80) shows, 2,3,4 is USB port failure

learn to read them find answers, if the Answers make no sense to you ask here, a tech knows what they mean.
or ask a shop to fix it.
there are your 2 choices.
if USB device shorts out or has battery inside (cell phone)
connected to the PC and shorts you just will get that code.
the cure is remove the USB device that is defective.

my guess is the OP 3 years ago inserted a bad USB device into his USB slot and it failed. (endless USB devices possible I can not guess) so remove it. is the answer,
reboot with no USB devices, then try them 1 at a time, BINGO?

It happens because the power supply is overheats and computer goes to standby. The power supply is 160w or lower. Specially it will happen if you put more devices in such as video card or sound card. So the only solution you have is to place a small 1or2 fans toward the power supply to make it cooler. And 1 more thing the power for the fans should come from other sources.

I agree, the Optiplex GX270 is infamous for MoBos going bad. The capacitors have a manufacturing flaw, and up until February of 2008, Dell was replacing those boards for customers for free if it was found that the capacitors were the culprit. I just found a board yesterday with this problem. A sign that the capacitors are bad is either a buldge or they will be leaking an orange-rusted looking substance (primarily capacitors near the CPU). Symptoms of this problem include the PC rebooting itself randomly, and/or getting a BIOS error saying there was a thermal event.

Do you have a lot of accessories plugged in? They may have overloaded the power supply and if this is the case you will need to buy new power supplies. If this is not the problem, check to make sure that the computers have plenty of ventilation in the back. If they don't, they may have overheated and melted quite a few different components.

If you are getting an amber light flashing, your power supply is faulty.
If it is a solid amber light, you motherboard is faulty or one of the componants are faulty.
I would suggest giving Dell a call. They would beable to pin point the problem and give you a quote. Some of their componants are non standard and can only be purchased from them.
You could try reseating all your componants on the last resort but it is unlikly to help.
