Usb tv received which will work with windows 8?

It most likely WON'T be compatible with Windows 10.
Windows 10 is only backward compatible with Windows 7 and 8, rendering most all prior equipment outdated.

The Dynex DX-PWLMSE uses a 27 MHz frequency wireless connection between the mouse and a specific USB receiver. For the specifications, see https://www.dynexproducts.com/pdp/DX-PWLMSE/8632063 .

To use the mouse, you need to press the Eject button behind the scroll wheel. This lets you open the battery/USB storage compartment. Put two AAA batteries into the mouse. Then remove the USB adapter (it's between the two battery slots). Close the storage compartment and put the USB adapter into an available USB 2.0 slot on the computer with a version of the Windows OS above Windows 98. (Note: the specifications I see indicate Dynex wrote drivers for Windows Vista. It may not work with Windows 7, 8 or 10.) Make sure that the computer is on and can get driver updates from on-line sources. Turn on the mouse and it should auto-pair with the receiver. If there is no response, try pressing and holding the connect button on the bottom of the mouse.

I could not find an owners manual for this TV but if it is like most TV's usb is for playing media, Not recording. I found a site that talks about your TV. The first reviewer explains the usb is for watching (not recording). I have a different TV and same holds true. IF you really want to record TV and have a computer with Windows 7 or Windows 8 you have capability to record to the computer and then move it to a usb to watch it elsewhere.

Make sure it is installed correctly, it may need to run in Windows 7 compatibility mode under Windows 8(.1) for the TV tuner to work.

This USB TV tuner only supports Windows 2000 SP4, XP SP2, and Vista. it does not mention supporting windows 7 or 8.

Follow these steps :
1.
Check to see if your laptop supports wireless technology (Bluetooth, 802.11 or other). If it doesn't, you will need a wireless receiver. If it does, verify that your laptop is compatible with your wireless mouse, which could use either Bluetooth technology or a radio signal.
2.
Unpack your mouse and open its battery compartment. The wireless mouse won't receive any power from the laptop, making batteries necessary.
3.
Add new batteries to the compartment. Make sure that the + battery end is inserted into the + niche in the compartment.
4.
Place the mouse where it is easy to use and least stressful on your fingers.
5.
Place your wireless receiver appropriately if your laptop doesn't support wireless technology. The receiver should be kept at least 8 inches away from the laptop or any other object that would cause any interference.
6.
Place the wireless receiver anywhere from 8 inches to 6 feet from the mouse.
7.
Insert the driver CD into your laptop and follow the instructions to install the software for running the mouse.
8.
Connect your receiver to the laptop by plugging in the mouse's USB connector to the USB port of the laptop. If you do not have a free USB port, simply use an external USB hub for more ports.

Try to update windows xp service pack, i guess usb root hub drivers is missing, when you updated windows xp they will get fixed by itself
