Samsung 40" tv won't turn on

40" inch samsung lcd flat screen just makes a clicking noise and turns on very slowly if at all.

I had the same problem, you'll have to call the samsung service center. You TV's part which looks after the voltage connectivity has failed. This majorly happens due to voltage fluctuations. The part will cost around Rs. 2800 and service charges will be applied by the company.

The slow turn-on is normally a sign of a failing power supply and certain conditions could cause noise in the digital circuits of the set. The clicking is likely a relay that is controlled by PS circuits that are detecting a fault condition and repeatedly disconnecting the AC. Clicking noises before TV turns on.

The clicking noise is coming from the power supply relay. Is makes this sound when the TV is usually turned on or off but has become faulty. It will only get worse over time usually until the TV will no longer turn on anymore. You need to replace the power supply in order to fix the TV.
