I have 2 dead G4s at my house. It sounds like it's either a power supply problem or motherboard problem. Bad capacitors could be responsible for either. When the Mac G4s were being built, there were some bad capacitors being used sometimes. This was with Windows PCs as well. The capacitors are the big tube looking things sticking up inside the power supply and on motherboard when you open it up.
Look for bulging ends on theses things. Some even split open and leak fluid. I was going to fix one myself but found a used one to buy instead.
