The vertical output IC is most likly bad or has a bad connection on it. Its a stand up IC witha metal heat sink and should start with an LA number. There ciould also be a problem with the B+ feed if you replace the IC and still get no vertical deflection. The parts would be in the sweep power supply and would start with the same first number thats printed on the printed circuit board, that is printed by the vertal sweep IC, meaning if the IC number on the board was IC412, then the B+ supply parts would start with 4 also ie r456, d456,c435 ect ect. The numbers I used are not the actuall numbers just used for referance. If you need a schematic one is available at http://www.servicemanuals.net for a download price of about 24 bucks. This is a possible fault in the power supply, and can be a problem with some decoupler caps on some of the boards. The vertical bars and unstability are usually attributed to having high frequency noise and or clocking pulses crosstalking on to the power distribution lines that run through the boards. This can be switching power supply noise, or cross-talk from clocking pulses.
Another thing that can cause your described fault is unstable clocking between the devices that are reading and writing to the data busses. There are a number of data busses running through the set for the boards to be able to communicate with each other.
The tech will use the process of board swapping to service the set, and then do the adjustments as necessary to make sure the new boards match up.
Yes... DLP sets are fairly expensive to service!
This is my personal opinion. If the set is out of warranty, I would change for a Plasma or LCD set. If you compare the performance of these to ther DLP, the difference is very big. From what I am seeing from a service point of view, the DLP's are lower in reliability.

This is a problem (one of several) caused by poor solder connections on the circuit board. RCA uses the metal shield can surrounding the tuner circuitry (the area where the cable connector is located) to provide several ground connections. Many of these connections go bad (cracks form) and the missing ground connections cause the "picture shrinking" you see. Other problems are loss of tuning, set that intermittently turns off or on by itself, set that won't turn on at all, and even more.
The repair involves removing the circuit board and flipping it over so you can remove a metal cover on the bottom, repairing the several (many) affected connections, and then reassembling. This is a relatively easy repair for someone with soldering experience and the right tools (both a high-heat soldering gun and a low-heat iron are needed). But because of the fragile circuit traces in the repair area it is possible to do more harm than good if you don't know what you're doing.
RCA produced a service bulletin several years back detailing the areas to be repaired (although they still refused to admit they just hadn't soldered the places adequately to begin with). I'm not home now so I can't check my files but I'll see if I can find a link and add a comment later. When I was in the service business we charged around $60 for the repair. You might want to get an estimate from a shop (they should already be familiar with this trouble). Or if you're looking for a reason to buy a new set, try the repair yourself. If you're successful you've saved yourself the money. If not, it wasn't working anyway!

I'm having the same issue with this TV! From the top of the screen to
about two/three inches below there are thousands of horizontal lines with a
whitish tinge which seem to be reflecting what is just below these lines! I’ve
never seen this issue on any TV ever! From what I am seeing now is that many
people are having this issue and more! We should put a class action lawsuit
against them! If anyone knows anything, please post the info. Many tech forums
are loaded with issues for these TV’s but this issue seems to be prominent!
My mom had two Phillips TV’s; one just under two years, and the other
just under a year and Phillips refused to fix either without a large expenditure
on her behalf. She told me never to buy Phillips and I should have listened. Phillips
used to be a great company so I don’t really know what has happened? This was a
TV for my Grandmother and it wasn't at a bad price not to mention the picture
was great albeit severely over scanned.
As for her TV, we had it about two weeks over a year and Phillips said there
was nothing they could do! They said they would pay for the cost to replace the
tube if I took it to one of their dealers but they said the cost to bring it there
and repair would fall on me! Also if the issue was not related to the tube I
would have to pay everything OOP! The lady laughed on the phone and said even
if it had been under six months or under a year they would still only pay to
fix the parts and everything else would cost me! WTF?
The moral of the story is NEVER BUY PHILLPS/MAGNOVOX EVER! You might be
getting the TV deal of the century but it is not worth it in the long run. I originally
thought my mom was nuts, but now looking back considering the issues others are
having, and realizing the **** poor way Phillips support deals with ALL
problems, they’re simply not worth the money or trouble. I WILL NEVER buy another
Phillips, Magnavox, or Funai product ever again, whether it is a TV, clock, DVD
player, and/or ANY electronic device! If you do you HAVE BEEN WARNED and WILL
BE SORRY!
