You should be able to take the drill to an authorized Milwaukee repair facility and they should be able to repair it for you.

You need to secure the drill - perhaps in a vise - and insert the chuck key (if it is a key-less chuck you may have to use a pipe wrench or something similiar) and give the key (or wrench) a sharp hit to release it. Intermittent power when I pull
Hold the trigger down and wiggle the cord at the plug and at the tool, see if you can get it to take off by doing that. If you can, its a cord. The 0200-20 has brushes, unless this was posted in the wrong section, in which case I will need your model and serial number to help any further.
How do I take out the spindle on a 1675-1 Milwaukee hole hawk drill

If the circuit board is damaged, you can contact the manufacturer and possibly get a new circuit board. It would be good news if it were under warranty --maybe.
Immediately after immersion and retrieving it, one might try blow drying it (or drying it with a heater). But you can't let it sit around and dry on its own. Chances are, you are fated to get another drill.
