Cl031 is the sfaety retrace capacitor check DL030 an the HOT trans they are most likley blown as well. Usually if anything other than the Hot and DL030 are blown the entire deflection board will need replacement. Its also best to check all three of the CRT necks to be sure none are cracked and broken on the CRT necks . Unfortunately several designs of the deflection components had different parts although the deflection boards will usually interchnage bewteen the ITC222 chassis sets. The flyback transformer or CL031 is burning a hole through the deflection board. Very common you can get replacemenr deflection boards from www.tvrepairworld.com

As you have mensioned there is problem with the LOT (line out put transforme also called flyback transofrmer) and also the driver transistor fro it . The noise heared is from this transformer. After some years of use its insulation strenagth will become weak. As it is a high voltage step up transformer the this voltage will discharge to the nearest ground point becuse of the weak insulation. This discharge will make a noise like zzzz. You have to replace the flyback transformer along with the driver transistor. When the flyback discharge to the nearest ground this will consume more current. This will couse in the failure of the driver transistor. After that the tv will not switch ON . You can get it from the nearest electronic spare part shope. replcing the flyback is a skilled job because you have to desolder all its leags very care fully. The part number for the flyback transofmer can find on the specifiction sticker sitked on it. Its nubmber is 259296. If you are not well in electronics try to cosult some one near you to do the same. Have added the picture of flyback transformer. the component in the red circle is the flyback.

This set RCA HD52W59 is not compactable with Indian TV tranmission system. India had s adopted PAL-B [Phase Alternating Line], system for both transmitting and receiving. This RCA set is intented to use with ATSC system, ie, it is meant for use in US only. If you get this to India, you have ot buy one RF converter, capable of converting PAL to ATSC & NTSC. You cannot get this converter from Indian market, as it has no use with Indian TVs. You have to buy it from any other source. You can see NTSC of ATSC recorded discs, and player which has these system compactabilities, but not able to receve either cable of on-air Inidan TV transmissions. OK.
Your convergence has failed and needs to be repaired. You can call in a repair shop or you can get the parts and instructions from www.TvRepairKits.comand do the repair yourself. Its a fairly easy DIY fix.
Sounds like high voltage power supply has gone bad. You can try purchasing new PS online and replacing yourself if handy or you will need to bring in for service.

You have a defective deflection board. Normally there is a three brown fuses next to the fly-back transormer and one of then must me open for over current. You need to replace the fuse and resoldered all the Fly-back transformer pins...Good Luck
There could be many items that can cause that. Most would be centered on the deflection board. Usually replacing the deflection board will repair a dead RCA with the ITC222 and ITC222A such as your model is. The deflection board is available from www.tvrepairworld.com
