This Panasonic DV tape camera is similar to Sony DV cameras. It has a Firewire 4 pin DV output (which Sony calls iLink). Does your laptop have Firewire (unlikely)?

The camera has an SD card slot for a card of up to 2 GB in size (non-HC, FAT16) but if I remember this is for still photos only, IIRC the USB connection cannot transfer video, Check your owners manual

The camera uses a compressed Sony/Panasonic PCM DV video format that needs a program that can read that format and convert that format.

My suggestion would be to send your tapes to a conversion service and have them saved onto DVDs or USB Stick one time. Or, find a friend with an older Macintosh with Firewire and iMovie, transfer and convert your video, and then move the files to your PC after

There is an update for Windows 7. Load the files to your computer and execute them from there. Don't try and download just the drivers, you need the complete software package which also install drivers via a Package Installer.

If you mean to download a full file , just copy the files from the DVD and load into your computer , the hard disc.
But if you want to copy DVD into to write another DVD( copy) the use a software( NERO) to copy and write. Load the DVD to copy and click the nero link for copy then after the image is made onthe computer you must remove the disc and insert the DVDRW to be written.
Do as it commands on the software.

Unfortunately, Panasonic does not support the VDR-M70 with Windows 7 or 8. See the FAQ here: https://shop.panasonic.com/support-only/VDR-M70.html?t=manuals . The camcorder was released with drivers for Windows 98 (second edition), Me, 2000, and XP.

If you have Windows 7 Pro, you can check if your system supports a virtual computer environment. If you can load a virtual OS, enable virtualization in turn on/off Windows features. (Go to the Control Panel under Programs. Then click on the link. Scroll through the list to find the desired line and check the box.) Then launch the OS and install the software and camcorder driver in the XP mode. (I did run XP mode on a Windows 7 Pro desktop computer with an Intel i5 chip and 8GB of memory. I put in a second hard disk to ensure sufficient space for the second OS. It was a convenient way to maintain support for some older hardware and software.)

Sounds like the screen has either failed or the wiring to it has got a dry joint or become disconnected.
