The usual suspects, blown fuse, blown capacitors, bad solder joints. Any of this conditions could be your problem.

Sounds as if screen is going out..

There is a setting on the computer screen, it will say vertical and horizontal shift, There is buttons on the monitor to get to the menu to get to screen shift settings.

When you have starnge problem like this, first place to check will be the power supply, if it is not putting out clean DC you will get strange problem. See pictures of failed ACER due to bad caps here:

Try checking the setup of your computer for this issue (CMOS) check if the dual sreen option is enabled

Move anything magnetic away from your screen. Including speakers.

Click on menu button on the monitor.

Are you logging in on a secondary login? This might be why....I don't know what operating system you have but you should go to control panel and the go to users. You must create your own user name to login to, or if you have been using this other persons for a while and downloaded anything to their user name...I would see if you can edit the user name you have been using and type in your name then"..once you create a new user name you are going to have to create everything you have been using on the other persons login and copy to the new login.

You remove the stand and all the screws, then use the flat blade screw driver to crack open the case, srating at the bottom center and work your way around. When you get the bottom side and the left and right side crack open just enough, lay the monitor face down on soft surface then lift up the back cover to release the top side edge.
Be real careful on the cable attached to the front bezel.

Make sure to replace the caps in a set using low ESR type caps.
