Can't say for certain, but there are specific 110V and 220V versions of DCB101. None are labelled 90-220VAC as would be normal for universal voltage equipment. If you operate 110V equipment on 220V then you will most likely damage it with overvoltage. If you operate 220V equipment on 110V then you will most likely damage it in over current or have it simply not work. It is possible that the charger is universal, just not labelled as such. It might be one of the following: 1. Voltage changeover selector switch has blown - check if the power is still there before it enters the switch and still there after it leaves. 2. Breaker has failed on that leg - test before and after to see if working correctly 3. The plug socket has failed - Look for burn marks where wiring enters. 3. It should be used on a 20 amp circuit. the 15 amp is the maximum your circuit will deliver. on startup it may exceed the limit. also your circuit may or may not deliver the power for a sustained time. do not use extension cord small than 12 gauge

Remove spark plug. Pour a small amount of a lubricant like Marvel Mystery Oil in and allow to soak for a day or two. Repeat this process at least two times. Then try to turn the engine over slowly by hand. Do not use the pull rope or starter. You need to use a wrench, pry bar, etc. You may have to remove the engines cover to access the flywheel to turn it.

You might have a thermal issue with the ignition coil shutting down after it gets warm. Happens.

It's your carburetor. You'll have to clean it out, rebuild it, or buy a new one. The float pin is getting stuck so it's either the float or dirt inside. Make sure you turn the gas off after each use of your generator or it will eventually happen if there's dirt in the tank.
