On some chargers, when the light blinks rapidly, it means that the battery is bad. Try looking up charger information on-line.

Most likely all of the power control circuitry, charging circuitry, and voltage regulating circuitry. At this point, your best bet would be to look for a used one on line.

It might be one of the following: 1. Voltage changeover selector switch has blown - check if the power is still there before it enters the switch and still there after it leaves. 2. It should be used on a 20 amp circuit. the 15 amp is the maximum your circuit will deliver. on startup it may exceed the limit. also your circuit may or may not deliver the power for a sustained time. do not use extension cord small than 12 gauge

Remove spark plug. Pour a small amount of a lubricant like Marvel Mystery Oil in and allow to soak for a day or two. Repeat this process at least two times. Then try to turn the engine over slowly by hand. Do not use the pull rope or starter. You need to use a wrench, pry bar, etc. You may have to remove the engines cover to access the flywheel to turn it.

You might have a thermal issue with the ignition coil shutting down after it gets warm. Happens.

It's your carburetor. You'll have to clean it out, rebuild it, or buy a new one. The float pin is getting stuck so it's either the float or dirt inside. Make sure you turn the gas off after each use of your generator or it will eventually happen if there's dirt in the tank. Don't forget to change out the oil before you start it again or you'll have fireworks.
