When I TURN MY KEY to start my car looses all power from the fuse block when I TURN THE KEY off the power back in the fuse block is back . how do I FIND A SHORT?

This is common. Most vehicles loose peripheral power when in "Crank" mode to put all available power to the starter. When you return the key to the "ON" position power is routed back to the non-essential starting systems.

Power issues... Total power loss only when turning key to "on".

Sounds like poor battery circuit connection breaking down under load. Make sure battery is charged and battery connections are clean and tight. Otherwise, the circuits will have to be traced further back.
