Robert, You may have to try this relearn procedure. Warm the engine, but hold your foot on the throttle as necessary to keep the engine running.
With vehicle in Park, slowly release the throttle so that the engine will idle on its own. You may have to work at this a bit.
Let the engine idle on its own for about one minute.
Continue to let the engine idle and with your foot on the brake, place the transmission in Drive and let the engine idle for another minute.
Continue to let the engine idle with your foot on the brake and the transmission in Drive. Turn the A/C on and let the engine idle for another minute with the A/C compressor running.
Turn the ignition off and wait a minute. Check the attached links,

Try this. When you first try to turn your engine on, keep your foot on the gas pedal. The car should turn over but not start. (don't worry, its not supposed to). Take your foot off the gas and turn the ignition on again, but Don't touch the throttle this time. That should set your choke correctly. To summarise: Turn key with foot on Gas. Take foot off Gas, and turn key again.
The choke function is not working on a cold engine. 1 clean throttle body and IAC motor air pathways. 2. Check for engine codes, you are looking for a code that relatws to the wngine temperature sensor.
There is an idle control valve in the air intake circuit that gets dirty. Ford says not to clean this valve but to replace it. However cleaning seems to work for me.
