This is not a battery issue, your wires in the steering wheel have either became loose or warn out and you need to have it serviced imediately or the problem will get worse. what is happening is when you tilt it up the wires are disconnecting and when you tilt it down they are reconnecting.
Loose or damaged wiring in the steering colum. I'd suggest having a professional repair done, most likely the steering wheel will have to be removed and there's a chance of setting off the airbag. Dangerous and expensive.
