Sounds like you have a serious engine malfunction and your ECU is putting vehicle in safe mode which is limp mode, no performance. You have to pull codes to see what the issue is, or if mechanical, look for loose hoses which is most likely the culprit which is sending signal to your ECU tripping limp mode.

With a vault meter check that there is 12 volts at the wiper motor with ignition and wiper switches on . If no voltage wiper switch or fuse faulty. If 12 volts motor at fault.
hard wire the motor to see if it works if not get another one, if so bypass the switch to check the wiring. if not check the switch by hooking it to a lamp. check connections to see if they are tight.
There will be a Timing Mark on the CRANKSHAFT PULLEY (Normally with a DOT) and then the CAMSHAFT PULLEY will have a Dot on the Cover. Make sure BOTH MARKS are exactly on when you take the tension out.
This is an INTERFERENCE MOTOR, if you make a Mistake, you are going to Bend Valves.... Be Careful
If you never have done a Timing Belt, you should ask a friend to BE THERE WITH YOU who has done a few of them... They are not Difficult but you need to be careful
