Hello! The problem is the ignition lock cylinder itself...I would suggest changing the cylinder and the ignition switch...Purchase and change the Lock Cylinder first...If that solves the problem, stop there (The switch is costly...It may not be needed)...See photos below...Guru....Saailer

You need to get your test equipment checked. Your battery will not survive nor will the car start with those voltages. It needs to be about 11 to start. The terminal voltage should be about 13.8 when charging.

How to test the pcm for not charging on a 1997 pontiac grand prix

Are you talking about the alternator not charging? You check that with a voltmeter at the battery with car running.
You cannot test the pcm for charging.

2004 Pontiac grand prix gtp won't start- fully

You need a new starter solenoid. It is essentially a heavy duty remote switch that is activated by your ignition key switch. The solenoids get stuck or don't conduct well after 6 to10 years.

1997 pontiac grand prix when key is turn to start it;s just clicks, it will not start, i try to bost with other car no help.

This sounds like a bad starter, i would remove the battery and have it tested, if the battery tests good and fully charged then i would replace the starter, it sounds like a dead spot. a quick test is to have someone hold the key in the start postion and you hit starter with a hammer or metal rod and see if it starts, sometimes it will, this means starter is bad, hope this helps.

Car wont start

Best bet would be bad battery/alternator. Start with the battery take a multimeter or preferably a battery tester to it see if your getting proper voltage and amperage.

1994 grand prix, motor wont start by key ,if i jump the starter it starts and runs for about 5 sec.security stays on for about 5 mins. then goes out still wont start

This is likely caused by a burned out alternator, charge the battery, verify it will hold a charge and replace the alternator.
