If you have tested fuses and bulbs with test light, and they check out, the next step is to put you jeep in reverse with the key on,and use your test light to probe the wires before they enter the bulb sockets for power,if you have power replace sockets,if not check to make sure wires are still connected to back up light switch on trans,if you find no problem there, replace the switch
I know you said that the battery is good...however, did you put a volt meter on it and verify that it has 12volts there? I always begin any electrical testing by both verifying voltage and load testing the battery (200amp load for 15seconds...voltage should return to 12 immediately after load is removed and should not drop lower than 9.5 during test) I'm sure you removed and cleaned the terminals and posts...correct? Even though it's newer than what you worked on, safety switch if bad, generally will work in neutral as well as park. Most times you can change shift positions and start it. Do simple "flow test" check voltage in and out of ignition switch, safety switch, starter relay and at starter itself (12v at the main terminal, 12v at the trigger wire with key turned to start position.) Also check all main fuses in the power distribution center near the battery. Most times, you will not need to do all these tests before you find the problem.
