More than likely the throttle body and idle speed control valve are sludged up, clean them with a spray can of throttle body cleaner from any good parts store like NAPA or Carquest.

'Like he said' The timing belt if stretched will cause more like a pulsing change in engine speed but not a slower change over a range of seconds.

clean the throttle body and air bypass as well 1st then see how bad it is, have 30 years experience with electronic fuel injection so pretty sure of what i am suggesting u do, i have fixed 1000's of cars for this issue of idle fluctuations or surging as the engineer's call it

I have a 09 Toyota Corolla. I was driving down the interstate when the serpentine belt broke, all the lights on the dash flashed on then off and the engine killed. I later found the water pump pulley bad...

pull oil cap and look in valve cover and see if you can see valves moving chances are if it died when driving you may need to rehome your idle speed control try turning key on engine off for 10 sec on 10 sec off for 6 to trys and then give it about half throttle and try to start and see if it runs if it does see if it idles if it dont idle try the 10 on and off a few more times

Toyota 2001 sienna

Does this happen when the engine is cold or all the time? You may have a cracked head gasket. does your car use water.
Also have you compression tested the motor. This will tell you if the engine has got lower compression in one of the cylinders which will help to narrow down the problem with the motor.

Yes. Check your engine oil. You are about ready to destroy your engine.

Would an idle control valve cause a car not to accelerate?

no, idle air control valve is literally to control your idle speed.

Car smoke white when idle and nothing when driving

Engine also smokes when car driving if turbocharger still faulty. Did you change the engine timing belt (the timing belt kit) meantime? What about engine oil consumption? When engine glow plugs (one or more) burnt then engine exhausts white smoke at idling. Also white smoke at engine idling when water is still present in diesel fuel.

Engine rebuit. Idle has Heavy putt-putting,

You may have the mechanical timing (ie, timing belt) off by a tooth. The engine will run that way, but not all that efficiently. That'd be my first suspicion. To fix it, it'll have to be torn down to where the timing belt is visible, as are the cam and crank sprockets and oil pump housing. Then the timing marks can be aligned to see if they all line up as they should.

Rough idle when warm and in gear, idle pulses slightly every now and then, check engine light is on

It sounds like the timing belt is off a tooth. Did you have it scanned to see what code was in the computer? These engines will surge when the cam timing is off.
